Government Reshuffle: The Prince Issues Royal Decree No. 2025-12/005 and the Prime Minister Explains the Reasons Behind the Decision

The Principality of Zakistan has announced a significant government reshuffle following the publication of Royal Decree No. 2025-12/005, signed by His Serene Highness Prince Zak Fawaz Dècret Princier N2025-12005.

The decree formally ends the functions of:

• Thomas Francis, Minister of Infrastructure and Energy;

• Mohamed Emara, Minister of Interior and Homeland Security;

• Tarek Abou Issa, Minister of State.

  
  

According to the official communiqué from the Prime Minister’s Office, the decision follows an in-depth assessment of the work and conduct of several government members during a Restricted Princely Council.The communiqué cites:

• uncertainty in their work,

• lack of responsibility,

• and, in the case of the Minister of State, failure to respond to formal and informal governmental communications.

  
  

These behaviours were deemed incompatible with the standards of discipline, clarity, and ministerial duty required to ensure coherent governmental action.

A senior official from the office of the Prince summarized the reasoning:

“The Prince reaffirmed that serving the State is a duty that demands precision, engagement, and accountability. When these values are compromised, corrective action becomes necessary.”

The decree also reorganizes ministerial portfolios:

• Pierre Daccache now serves as Minister of Infrastructure, Energy, Information, and Social Affairs;

• Tala Fawaz becomes Minister of Justice and Minister of State;

• Farah Mouffarej assumes the combined portfolio of Foreign Affairs, Interior, and Homeland Security.

  
  

Prime Minister Joud El Arab emphasized that the remaining ministers are responsible for ensuring an orderly transition and continuity of public service, in accordance with Article 4 of the decree.

This reshuffle marks a decisive step toward establishing a government disciplined, unified, and fully aligned with the Prince’s strategic vision.

Remaniement du Gouvernement : Le Prince Publie le Décret Princier n°2025-12/005 et le Premier Ministre Explique les Raisons de la Décision

La Principauté du Zakistan a annoncé aujourd’hui un remaniement gouvernemental majeur, à la suite de la publication du Décret princier n°2025-12/005, signé par Son Altesse Sérénissime le Prince Zak Fawaz Dècret Princier N2025-12005.

Ce décret met fin aux fonctions de :

• M. Thomas Francis, ministre de l’Infrastructure et de l’Énergie ;

• M. Mohamed Emara, ministre de l’Intérieur et de la Sécurité intérieure ;

• M. Tarek Abou Issa, ministre d’État.

  
  

Selon le communiqué officiel du Premier ministre, cette décision découle d’une évaluation approfondie du travail et du comportement de plusieurs membres du gouvernement lors d’un Conseil princier restreint.

Le communiqué évoque :

• un manque de responsabilité,

• des incertitudes dans l’exercice des fonctions,

• et, pour le ministre d’État, l’absence de réponse aux communications officielles et officieuses.

  
  

Ces comportements ont été jugés incompatibles avec les exigences d’exemplarité, de discipline et de cohérence institutionnelle.

Un haut responsable résume ainsi la position du Prince :

« Le Prince a rappelé que servir l’État est un devoir exigeant précision, engagement et responsabilité. Lorsque ces principes sont bafoués, une correction s’impose. »

Le décret procède également à une réorganisation des portefeuilles ministériels :

• Pierre Daccache devient ministre de l’Infrastructure, de l’Énergie, de l’Information et des Affaires sociales ;

• Tala Fawaz est nommée ministre de la Justice et ministre d’État ;

• Farah Mouffarej prend en charge les Affaires étrangères, l’Intérieur et la Sécurité intérieure.

  
  

Le Premier ministre Joud El Arab rappelle que les ministres maintenus dans leurs fonctions sont chargés d’assurer la transition et la continuité du service public, conformément à l’article 4 du décret.

Ce remaniement constitue une étape décisive vers un gouvernement discipliné, cohérent et pleinement aligné avec la vision stratégique du Prince.

تعديل حكومي: الأمير يصدر المرسوم الأميري رقم 2025-12/005 ورئيس الوزراء يوضح أسباب القرار

أعلنت إمارة زاكستان عن تعديل حكومي واسع بعد صدور المرسوم الأميري رقم 2025-12/005 الذي وقّعه صاحب السعادة الأمير زاك فواز .

ويقضي المرسوم بإنهاء مهام:

• توماس فرانسيس، وزير البنى التحتية والطاقة؛

• محمد عمارة، وزير الداخلية والأمن الوطني؛

• طارق أبو عيسى، وزير الدولة.

ووفقًا للبيان الرسمي الصادر عن رئيس الوزراء، جاء القرار بعد تقييم معمّق لأداء وسلوك عدد من الوزراء خلال مجلس أميري مقيّد.وأشار البيان إلى:

• نقص في المسؤولية,

• تردد في أداء المهام,

• وفي حالة وزير الدولة، عدم الرد على الاتصالات الرسمية وغير الرسمية.

وقد اعتُبر هذا السلوك غير منسجم مع المعايير المؤسسية والانضباط والمسؤولية المطلوبة من أعضاء الحكومة.

وقال مسؤول حكومي كبير:

« الأمير شدّد على أن خدمة الدولة واجب يتطلّب دقّة والتزامًا ومسؤولية. وعندما تغيب هذه القيم، تصبح المعالجة واجبة. »

كما أعاد المرسوم توزيع الحقائب الوزارية على النحو التالي:

• بيار دكّاش وزيرًا للبنى التحتية والطاقة والإعلام والشؤون الاجتماعية؛

• تالا فواز وزيرة للعدل ووزيرة دولة؛

• فرح مفرّج وزيرة للخارجية والداخلية والأمن الوطني .

وأكد رئيس الوزراء جود العرب أن الوزراء المستمرين في مناصبهم مكلفون بضمان انتقال منظم واستمرارية الخدمة العامة.

ويمثل هذا التعديل خطوة مهمة نحو حكومة منضبطة، موحّدة، ومتناغمة مع رؤية الأمير.
