The Prince Proclaims the Constitution and Announces New Government in Historic Address

In a solemn and widely followed televised address on Saturday, 19 October 2025, His Excellency Prince Zak Fawaz announced the entry into force of the Constitution of the Principality of Zakistan and the formation of a new princely government, marking what he described as “a decisive page in the nation’s history.”

Speaking from the Palace and broadcast exclusively on Al Zakistaniya, the official press channel, the Prince declared that Zakistan was entering “a new phase one of clarity, method, and responsibility.”

“We have worked tirelessly to give our State a clear, modern, and lasting constitutional framework,” the Prince said. “Zakistan today takes an essential step in its institutional construction, building solid institutions capable of ensuring continuity, legality, and stability.”

A New Constitution for a New Era

The Prince confirmed that the Constitution of the Principality has been formally promulgated and published in the Official Journal, establishing the hierarchy of powers, the responsibilities of the executive, and the principles of legality and transparency that will govern Zakistan’s institutions.

Calling the document “the foundation of a State of principle, not of circumstance,” the Prince underlined that the Constitution “anchors our young State in institutional maturity and administrative rigour.”

Government Dissolution and Formation of a New Cabinet

Invoking Article 19 of the newly adopted Constitution, the Prince announced the dissolution of the government formed on 17 September, citing “a lack of rigour that has weakened the coherence of governmental work.”

To preserve continuity, and in accordance with Article 15, the Prince immediately appointed a new princely government led by Prime Minister Joud El Arab, including:

• Tarek Abou Issa, Minister of State

• Tala Fawaz, Minister of Justice (Keeper of the Seals)

• Mohamed Emara, Minister of Interior and Internal Security

• Farah Moufarrej, Minister of Foreign Affairs

• Thomas Francis, Minister of Energy and Infrastructure

• Zaki Ouazzani Chahdi, Minister of Economy and Finance

• Pierre Daccache, Minister of Information and Social Affairs

“This government is not one of circumstance,” the Prince stated, “it is one of construction.”

The Prince outlined that the cabinet’s first mission will be to implement a comprehensive administrative restructuring plan, reinforce budgetary discipline, and establish a precise timetable for public action.

Zakistan’s Institutional Maturity

In his conclusion, the Prince affirmed that the Principality of Zakistan now stands as a responsible, neutral, and lawful political entity, committed to peace, cooperation, and international legitimacy.

“Our recognition will not come from words, but from the seriousness of our actions and the constancy of our conduct,” he said.

He ended his address:

“Zakistan now possesses its Constitution, its government, and a clear direction.Tonight, our State takes form, our institutions breathe, and our sovereignty becomes reality.Zakistan is ready to act, ready to cooperate, and ready to endure.”

Le Prince Proclame la Constitution et Annonce un Nouveau Gouvernement lors d’une Allocution Historique

Dans une allocution télévisée solennelle diffusée le samedi 19 octobre 2025, Son Excellence le Prince Zak Fawaz a annoncé l’entrée en vigueur de la Constitution de la Principauté du Zakistan ainsi que la formation d’un nouveau gouvernement princier, marquant « une page essentielle de notre histoire ».

Diffusé en exclusivité sur Al Zakistaniya, la chaîne de presse officielle, le discours a posé les bases d’un État fondé sur la légalité, la neutralité et la dignité.

Le Prince a confirmé que la Constitution est désormais promulguée et publiée au Journal Officiel, établissant la hiérarchie des pouvoirs et les garanties de transparence institutionnelle.

Il a annoncé dans le même temps la dissolution du gouvernement du 17 septembre, puis la nomination immédiate d’une nouvelle équipe ministérielle placée sous la direction du Premier ministre Joud El Arab, composée de sept ministres chargés de mettre en œuvre la nouvelle Constitution et d’assurer la stabilité de l’État.

الأمير زاك فواز يُعلن دستور الإمارة ويُشكّل حكومة جديدة في

خطاب تاريخي

ألقى صاحب السعادة الأمير زاك فواز مساء السبت 19 تشرين الأول 2025 خطابًا تاريخيًا أعلن فيه دخول دستور إمارة زاكستان حيّز التنفيذ وتشكيل حكومة أميرية جديدة، وصفها بأنها « مرحلة جديدة في تاريخ الدولة ».

وبُثّ الخطاب حصريًا عبر القناة الرسمية الزاكيستانية (Al Zakistaniya)، حيث أكد الأمير أن زاكستان تدخل « مرحلة الوضوح والمنهجية والمسؤولية ».

وأشار الأمير إلى أن الدستور الجديد قد تمّ إقراره ونشره في الجريدة الرسمية، مُحدّدًا نظام السلطات ومبادئ الشفافية والحُكم الرشيد.

كما أعلن بموجب المادة 19 عن حلّ الحكومة التي شُكّلت في 17 أيلول، وتعيين حكومة أميرية جديدة بقيادة رئيس الوزراء جود العرب، تضمّ سبعة وزراء يتولّون تنفيذ الدستور وترسيخ الاستقرار المؤسسي.

وقال الأمير: « هذه الحكومة ليست حكومة ظرف، بل حكومة بناء ».

وفي ختام خطابه، أكد الأمير أنّ إمارة زاكستان أصبحت كيانًا سياسيًا مسؤولًا ومستقرًا، مُلتزمًا بالسلام والتعاون والقانون الدولي، قائلًا:

« زاكستان اليوم تمتلك دستورها وحكومتها واتجاهها الواضح — وهي جاهزة لتعمل، وللتعاون، ولتستمر. »
